What to Check Before November 1

By Premiere Capital Mortgage | Prepared October 24, 2026

If you bought a home in Temecula or Murrieta this year, your fall property-tax mail deserves a closer look. A mortgage payment that includes taxes does not answer every question about a separate bill. And the previous owner's tax amount is not a reliable promise of what you will pay after a purchase.

With November approaching, here is a practical checkup for Riverside County homeowners and people comparing homes this weekend. The goal is to understand the full ownership budget before a deadline or an unexpected bill catches you off guard.

Know the two dates on the calendar

Riverside County says secured property-tax bills are mailed during October. The first installment is due November 1 and becomes delinquent if not paid by 5 p.m. on December 10. For this fall's calendar, those dates are November 1 and December 10, 2026. A late first installment carries a 10% penalty. These are different dates, so do not confuse the due date with the delinquency deadline. Check the county's payment instructions and the actual bill rather than leaving payment to the last minute. [1]

The regular annual bill covers July 1 through June 30 and reflects assessed value as of January 1. If you have not received it by early November, the Assessor's guidance is to request a duplicate from the Treasurer-Tax Collector. Not receiving the bill does not remove the obligation. [2]

Check whether escrow is paying the annual bill

An escrow account, also called an impound account, collects money with your mortgage payment for certain expenses such as property taxes and homeowners insurance. Your servicer then pays covered bills. Taxes and insurance can change, which can change your total monthly payment even when your loan's principal-and-interest payment is unchanged. [3]

Review your latest mortgage statement and escrow information. Confirm which expenses the servicer covers and whether the county bill is an informational copy. If something does not match, contact the servicer before assuming that you should pay twice or that no action is needed.

Treat a supplemental bill separately

A purchase or completed new construction can trigger reassessment and a supplemental property-tax adjustment. This relates to the difference between the new and prior assessed values. It is not simply the next annual bill. Riverside County's Auditor-Controller says supplemental bills are mailed directly to owners and generally are not paid from an impound account. Check with your lender or servicer. [4]

The Treasurer-Tax Collector says a supplemental bill is additional to the annual bill, and its deadlines depend on when it was mailed. Read the dates printed on that specific bill. An escrow arrangement for annual taxes is not enough evidence that the supplemental bill has been handled. [5]

Compare homes using the whole budget

Two similarly priced homes can have different ownership costs. Review the actual property's tax information and any separately listed assessments instead of applying a flat percentage to every home. Riverside County identifies items such as Mello-Roos and other special assessments separately on the tax bill; questions about those charges belong with the agency identified beside them. [4]

For a financing comparison, use the written Loan Estimate and include taxes, homeowners insurance, any mortgage insurance, and any separate HOA costs alongside principal and interest. The CFPB warns that focusing only on principal and interest can understate the total payment. [6] Add a practical maintenance reserve to your household planning, too. That reserve is a budgeting choice, not a lender quote or a county tax calculation.

Your next step

Before making an offer or filing away this month's mail, gather the tax bill, mortgage statement and any supplemental notice. Ask who will pay each item and when. If you are considering a purchase, Premiere Capital Mortgage can help you discuss the financing side of your housing budget. For assessed values, tax amounts, payment requirements or a disputed bill, confirm directly with the county and your servicer.
