Is California Down Payment Assistance a Grant or a Loan?

If you are saving for a home in Murrieta or Temecula, down payment assistance can sound like money you will never have to repay. Before you build your budget around that assumption, ask one question: what happens to the assistance after I buy?

The answer depends on the program. California assistance may come as a grant, a loan with postponed payments, or assistance that becomes forgivable only after you meet specific conditions. CalHFA MyHome and Dream For All are loans. Riverside County’s HOME and PLHA programs also begin as second mortgages, with their own affordability requirements. [S1–S5]

The difference between a grant and a deferred loan

A grant generally does not require repayment when its conditions are satisfied. A deferred loan postpones payments; it does not erase the debt. A forgivable loan can remove a repayment obligation after required conditions are met. With shared appreciation, repayment can also include part of the home’s increase in value.

Those differences matter if you expect to sell, refinance, move out or transfer ownership. Ask for the actual program documents, not just a description of how much help might be offered.

MyHome postpones payments but still has a payoff

CalHFA describes MyHome as a deferred-payment junior loan that can assist with down payment and closing costs. A junior loan sits behind the first mortgage. It is not an upfront grant. [S1]

Under the current MyHome handbook, principal and interest become due when a repayment event occurs. These include selling the property, refinancing or paying off the first loan, transferring title, or a formally recorded Notice of Default unless rescinded. Payments are deferred for the life of the first loan, subject to those events. [S2]

Before choosing assistance, ask how the payoff would affect your next move. A smaller amount needed at closing and the amount owed later are different parts of the same decision.

Dream For All includes shared appreciation

Dream For All is also a loan. When the home is sold or transferred, or the first mortgage is paid off, repayment includes the original assistance plus a share of appreciation under the program rules. [S3]

As checked October 22, 2026, CalHFA’s voucher portal is closed to new applications. Its current page directs existing applicants to check their status. Do not plan a purchase around a future opening that has not been announced. [S3]

Riverside County programs are not interchangeable

Riverside County’s HOME and PLHA assistance starts as a deferred second mortgage. The current borrower packets describe conversion to a grant after the required affordability period, subject to compliance. Selling earlier can require repayment, and the packets also identify cash-out refinancing as a repayment event. Read the agreement for the program you would actually use. [S4, S5]

Location is a separate test. The county’s HOME program excludes homes inside Murrieta and Temecula city limits. Its PLHA program includes both cities as qualifying locations. Unincorporated areas have their own location treatment, so the mailing city alone is not enough to decide which rules apply. [S4, S5]

An eligible location does not guarantee available money. The county’s latest linked funding bulletin, dated August 24, 2026, reported the PLHA funding pool covering Murrieta depleted. It reported a separate remaining allocation for Temecula at that time. Neither statement establishes funding available for a new buyer today. Confirm current status before relying on assistance. [S6]

Questions to ask before choosing assistance

  • What is the exact program name, and is this a grant, deferred loan or conditionally forgivable loan?

  • What makes repayment due, including a sale, refinance, transfer or change in occupancy?

  • Does the balance accrue interest or include shared appreciation?

  • Which requirements must I continue meeting after closing?

  • Does the specific property qualify, and can funds actually be reserved?

  • How does the complete financing option compare with an option without assistance?

Keep these answers with your loan estimate and program documents. If two options require different cash at closing, compare the ongoing cost and future repayment obligation too. The headline amount of assistance does not tell the whole story.

Frequently asked questions

Do I have to repay California down payment assistance?

It depends on the program and whether you meet its conditions. A deferred payment is not the same as forgiveness. Ask what makes repayment due.

Is CalHFA MyHome a grant?

No. MyHome is a deferred-payment junior loan. Its principal and interest are repayable under the program terms. [S1, S2]

Is Dream For All accepting new applications?

As checked October 22, 2026, the voucher application portal is closed to new applicants. Recheck CalHFA’s official page before making plans. [S3]

Can Riverside County assistance be used in Murrieta or Temecula?

The county’s HOME program excludes properties within both city limits; PLHA includes them geographically. Funding and all other eligibility rules must still be checked. [S4, S5, S6]
