Before You Build an ADU in Temecula or Murrieta, Check the Rental Budget

An accessory dwelling unit can give a homeowner more flexibility: room for family today, a possible rental tomorrow, or a separate space for a different stage of life. But a backyard unit is a construction project before it becomes an income-producing property. Start with a question more useful than “What rent could I get?” Ask, “What must be true for this project to work without straining my household?”
Start with the address not the floor plan
First confirm which agency governs the parcel. A Temecula or Murrieta mailing address does not, by itself, establish that the property is inside that city. Confirm the jurisdiction, then ask its planning and building staff which requirements apply to your proposed unit and intended rental use.
California HCD’s ADU Handbook is dated March 2026 and incorporates changes effective January 1, 2026. It is a statewide starting point, not an approval for a particular backyard. [1] A designer should evaluate access, utilities, drainage, existing structures and other site constraints before you pay for a final design.
A ready made plan is not a ready made project
Temecula offers free permit-ready ADU plans, but its city page expressly notes that submission and construction still involve fees. It also directs septic users to verify capacity with Riverside County Environmental Health. For rental planning, an important local distinction is that the city says short-term rentals are not allowed, including in ADUs and JADUs. Do not build a Temecula-city budget around nightly vacation-rental revenue. [2]
Murrieta has its own pre-approved ADU process. Its published program handout calls for plan-use permission from the design professional and a completed site or plot plan. The handout is dated August 2024; meanwhile, the city’s current forms page says new submittals are subject to the 2025 California Building Codes effective January 1, 2026 and that handouts are being updated. Confirm current plan acceptance and submission requirements rather than assuming an older download is sufficient. [3, 4]
Budget for the site as well as the structure
Ask for a written scope that separates the building from design, permits, site preparation, utility work, inspections and any required supporting studies. Identify exclusions and who pays for them. A low base price is hard to compare with an all-inclusive proposal if the first leaves major work unpriced.
Carry a separate allowance for unexpected work and keep a household emergency reserve outside the construction budget. Also ask your insurance professional how construction and later rental use affect coverage. California’s Board of Equalization explains that new construction can add taxable value; the assessor determines the effect of the actual work. Request an estimate rather than assuming the existing tax bill will remain unchanged. [5]
Treat asking rent as a starting point
Research genuinely comparable units: similar location, size, condition, privacy, parking and utility arrangements. Freddie Mac’s homeowner guidance recommends considering local rental competition and setting clear expectations for maintenance, utilities and shared spaces. [6]
An advertised asking rent is not an executed lease or proof of what a tenant will pay. Record the date and source of each comparison, note concessions, and distinguish a property manager’s estimate from a signed lease. Test a lower-rent case as well as your main assumption.
Then subtract vacancies, owner-paid operating expenses, a repair and replacement reserve, and the proposed financing payment. The remainder is an estimated pre-tax cash balance, not guaranteed profit. Keep initial cash invested visible too; a positive monthly figure does not tell you how long it takes to recover that investment.
Check the financing before relying on future rent
Ask a lender to review the proposed property and construction plan, required documentation, payment timing and whether any projected rent can be considered. Do not assume an unbuilt ADU’s hoped-for income is available for qualification. No particular loan product or approval is promised here.
If borrowing against your home is part of the plan, remember that the home secures the debt. CFPB warns that failure to repay a home equity loan can lead to foreclosure. [7] Consider how payments would be covered during a construction delay or a period without a tenant.
Make the next step small and specific
Before signing a construction contract, gather three things: address-specific guidance, a written total-project estimate and a conservative operating budget. An ADU may fit your goals, but redesigning, delaying or deciding not to build can also be a sound outcome.
Thinking about an ADU? Bring your project scope and budget questions to John Lawrence at Premiere Capital Mortgage for a financing discussion. Confirm permit, tax, insurance and rental-law questions with the appropriate professionals. Financing is subject to lender and property review; this article is educational, not a loan offer or a promise of rental income.
Frequently asked questions
Does a pre-designed plan eliminate permits? No. Confirm site-specific review and current submission requirements with the governing agency.
Does advertised rent equal cash flow? No. Compare the rent assumption with vacancy, expenses, reserves and debt payments.
Can future ADU rent qualify me for financing? Do not assume so. Ask the lender to evaluate the relevant property, program and documentation.
